I think there are A LOT of factors at play here:

-Kaberle’s ice time has been decreased since the deadline (and im not asserting that Burke told Wilson to play him less, that does not happen. Its a coaches decision)

-Burke is weighing his options: He will only trade Kaberle if he receives value for him; seeing the rest of the defencemen play gives him an idea of what he needs back there. IMO Gunnersson/Beauchemin can replace Kabs on the power-play, but Kab’s first pass out our zone is lethal.

As for Jeff Finger. It’s been said before by leafs brass on radio stations ostensibly: They won’t bury him in the minors unless they need the cap space, and even before that they will explore other options.
